Yes, Balrogs do have wings, watch the scene in LOTR 1 when the fellowship is in the mines of moria, and the balrog chases them through the city, you'll see :)

Indeed.. wings don't always let you fly... or tehy simply fail midflight, you can ask Icarus about that

Read THIS. Not only does it prove that yes, Balrogs do have wings, it is also a genuinely well written and intelligent article that sheds some light on the development of Tolkien's Legendarium.

Now ask yourself, does Saruman have wings? Course he does, he's one of the Istari after all. That's just as sure a fact as Gandalf having a funny hat.

Also remember that Balrogs are essentially Maiar trained in the Path of Melkor the Holy Angel, and that thus, Saruman has the potential of becoming a Balrog. I think the achievement of the glorious City of Isengard should attest to the fact that this potential, indeed, has been realized.
